Parking in Norfolk

All parking lots, garages and on-street parking spots in Norfolk are managed by the City of Norfolk's Parking Division. That’s more than 19,000 public parking spaces and approximately 640 on-street spaces.

On street parking rates, as well as hours of enforcement, depend on the area of the city.

  • Downtown meters are enforced Monday through Saturday from 9am to 6pm. They charge $0.35 or $0.45 per 15 minutes.
  • Meters in ODU Village are enforced Monday through Sunday from 8am to 8 pm. They charge $0.50 per 30 minutes.
  • Meters in the Arts and Design District allow a FREE two-hour stay.

Parking meters allow a maximum stay of up to 2 hours, with the exception of meters in front of the Waterside Marketplace, which allow a maximum 15-minute stay.

Meters accept coins, credit cards and ParkCards. If you’re frequently parking at various on-street locations downtown, consider buying a meter permit to save some money on parking and get rid of the constant need to carry around change in your pockets.

Public lots and garages in Norfolk charge $1.50 per hour of stay, up to $13.00 per 24 hours. Monthly parking rates differ depending on the location and vary between $80-$130 per month.
