Mountain View Center

I am sitting in my car with it running while checking Google maps to figure out where I need to pick up disabled adult. I crawled to back seat to get my phone from backpack. A white Toyota who had been parked observing me pulls right in front of me. When I crawled back into front seat they quickly drove off to other end of lot. Got out of car and took a picture of a private parking sign. When I saw they persons clothes and action I realized they were parking enforcement. They had some cool things on top of car so I took images wondering what they were. I have the whole sequence in pictures from inside my car. My guess is they will send me some kind of parking violation but I wasn't parked. They drove off quickly upon seeing me in driver's seat. There is no phone number to call, no one to contact, so posting this preemptively. I have full set of images from inside my car as this person watches me, see's that crawl to back seat never leaving the car and quickly pounces to likely show me not in driver seat.
