Here are some tips that can help you out.

Single-space and multi-space meters are enforced 8AM-6PM, Mon-Sat. Meters charge $2 per hour. Coins and credit cards are accepted as payment.

There are also a lot of off-street lots and garages in downtown Baltimore whose rates are $5-$7 per hour and around $20 per 24 hours.

Monthly parking can be quite costly in downtown, ranging from $100 to $200.
